Strathcona - Jackson House - 10443 - 85 Avenue NW

Bylaw 10886 (November 14, 1994)

To establish a Direct Development Control district to ensure preservation of the existing single family structure and to accommodate a limited range of uses such that by limiting the range of specific land uses and developing sensitive site development criteria, the development will be compatible with the status of the Jackson House as a Municipal Historic Resource and ensure compatibility with existing and future adjacent land uses.

This DC1 District shall apply to Lot 17 and 18, Block 85, Plan I located on the south side of 85 Avenue, between 104 and 105 Street, and known as 10443 - 85 Avenue.

a. This site includes a two and one half storey brick building constructed in 1912, together with the lands on which it sits and which is to be designated a Municipal Historic Resource.
  The existing building must remain and any future development must conform to the requirements of the Designation Bylaw.
b. Design Guidelines
 

Any development proposed for this site must conform to the enclosed "General Guidelines for Rehabilitation" (Appendix 1). These guidelines offer direction to architects and developers in the event of a redevelopment of the Jackson House.

Any redevelopment shall maintain, to the satisfaction of the Development Officer, the external appearance of the existing building as existing at the time of the adoption of the Bylaw.

c. No temporary or portable signs shall be permitted on the site.  Development of signs for the building shall conform to the provisions of Section 13 of the "General guidelines for Rehabilitation". A comprehensive sign design plan shall be submitted for approval by the Development Officer in conformance to Section 79.6 of the Land Use Bylaw prior to the issuance of any Development Permits on the property.
d. All mechanical equipment shall be contained within the building whenever possible. If mechanical equipment must be located on the exterior it shall be located so as to have a minimal impact on the exterior of the building and shall be concealed by screening in a manner compatible with the historic architectural character of the building.
e. In the event that the house on the site is converted to a professional office:
  (i) on site security and building lighting shall provide a safe lit environment and must be situated and designed such that the illumination is directed downwards and no rays of light are directed outward from the site.
  (ii) A trash collection area shall be located to the rear of the principal building and shall be screened from adjacent sites and public roadways to the satisfaction of the Development Officer.
  (iii) On site parking will not exceed six (6) stalls. All parking stalls will be perpendicular to the alley at the rear of the site.
  (iv) Landscaping shall be in keeping with the residential character of the street.
f. Development in this district shall be evaluated with respect to compliance with the General Development Regulations  of Sections 50-79 inclusive of the Land Use Bylaw.
  The Development Officer may grant relaxations to Sections 50-79 of the Land Use Bylaw and the provisions of this district, if, in his opinion, such a variance would be in keeping with the general purpose of this district and would not affect the amenities, use, and enjoyment of neighbouring properties.
