To establish a Direct Development Control Provision for the development of a pre-existing shopping centre that serves the community and regional trade area in a manner that is compatible with adjacent non-commercial uses.

The following regulations shall apply to all Uses:
a. The minimum Site area shall be 2 ha.
b. The maximum Floor Area ratio shall be 1.0.
c. A minimum Setback of 6.0 m shall be required where the Site abuts a public roadway, other than a Lane, or in a Residential Zone.
d. In addition to the minimum Setback required by clause (c) above, a minimum Setback of 15.0 m shall be required of all buildings, structures and Accessory Parking Garages other than at-grade parking lots where a Site abuts a site zoned residential. This minimum Setback may be reduced to the minimum Setback requirements of clause (c) at the discretion of the Development Officer, where in the opinion of the Development Officer, the provision of landscaping, fencing, berming, building façade treatment or other design features adequately protect the amenities of nearby residential areas.
e. No parking, loading, storage, trash collection, outdoor service or display area shall be permitted within a Setback. Loading, storage and trash collection areas shall be located to the rear or sides of the principal building and shall be screened from view from any adjacent Sites, public roadways or Light Rail Transit lines, in accordance with the provisions of the Zoning Bylaw. If the rear or sides of a Site are used for parking, an outdoor service or display area, or both, and abut a Residential Zone or a Lane serving a Residential Zone, such areas shall be screened in accordance with the provisions of the Zoning Bylaw. No parking, loading, storage, trash collection, outdoor service or display area shall be provided within a required yard.
f. The maximum Height shall not exceed 14.0 m except that the maximum height for Media Studios, Business Support Services, Health Services and Professional, Financial and Office Support Services shall not exceed 16.0 m nor five (5) Storeys.
g. Buildings that provide for multiple business occupancy shall be designed:
  i. such that businesses which occupy space at the ground floor level have individual and direct exterior access to grade;
  ii. such that there is no enclosed corridor or passageway available for public use that provides for interior connection between the businesses; and
  iii. so as to preclude an arrangement of buildings or structures which would constitute an enclosed and climate controlled mall.
h. The above regulations shall not apply to buildings used exclusively for Professional, Financial and Office Support Services.
i. As a condition of Development Permit, the applicant shall be responsible for berming, landscaping and/or constructing a noise attenuation wall south of 95 Avenue to the satisfaction of the Development Officer. 
a. The following regulations shall apply to Convenience Vehicle Rentals developments:
  i. all storage, display or parking areas shall be hardsurfaced in accordance with the Zoning Bylaw;
  ii. all display areas which abut residential districts or a lane servicing a residential district shall be screened in accordance with the provisions of the Zoning Bylaw; and
  iii. lighting for the display areas shall be mounted on lamp standards and no exposed bulbs or strings of lights shall be used.
b. The following regulations shall apply to Automotive and Minor Recreational Vehicle/Sales Rentals:
  i. Automotive and Minor Recreational Vehicle/Sales Rentals shall comply with provisions of this district for Convenience Vehicle Rentals developments, and the size, locations, screening and landscaping of the outdoor vehicular display area shall be subject to the approval of the Development Officer who shall ensure that development of the site is compatible with the appearance and site design of surrounding developments.
c. All goods and equipment to be auctioned by an Auctioneering Establishment shall be stored and displayed within an enclosed building.
d. Cannabis Retail Sales shall comply with Section 70 of this Bylaw.
