Glenwood - west of 165 Street and south of 100 Avenue

Bylaw 10235 (November 16, 1992)

To establish a Site Specific Direct Control District to accommodate a district station for the Edmonton Police Services, with site development criteria that will ensure compatibility with existing and future adjacent land uses as well as the function of existing roadways adjacent to the site.

This district shall apply to Lot 1, Plan 902 1883 and the easternmost 0.49 ha of Block F, Plan 776 N.Y. located west of 165 Street and south of 100 Avenue, Glenwood.

Protective and Emergency Services.

a. The maximum building height shall not exceed 10 m nor two storeys.
b. The maximum floor area ratio shall be 1.0.
c. A minimum building setback of 14 m shall be provided from the property line adjacent to 100 Avenue and the property line adjacent to 165 Street. A minimum building setback of 7.5 m shall be provided from the south property line.
d. A landscaped yard a minimum of 4.5 m in depth shall be provided adjacent to 100 avenue and to 165 Street. This yard shall consist of a berm of an average height of 1.0 m and planting of three deciduous trees (a minimum of 8.0 cm in calliper), three coniferous trees (a minimum of 3 m in height) and ten shrubs, for a maximum of every 20 m of property line length, with the plant material grouped within modules not greater than 13 m in length, and a maximum spacing of 7 m between modules.
e. A landscaped yard a minimum of 4.5 m in depth shall be provided adjacent to the south property line. Such landscaped yard shall consist of three deciduous trees (8.0 cm in calliper) and three coniferous trees (3 m in height) for a maximum of every 20 m of property line length with the plant material grouped in modules not greater than 13 m in length and a maximum spacing of 7 m between modules.
f. A landscaped yard a minimum of 3 m in depth shall be provided adjacent to the west property line. Such landscaped yard shall consist of one coniferous tree (3 m in height) or one deciduous tree (8.0 cm in calliper) for every 7.5 m.
g. A 1.8 m high screen fence shall be provided adjacent to the south and west property lines. The same 1.8 m high screen fence shall be setback 4.5 m from the east and north property lines.
h. To ensure that a high standard of appearance and a sensitive transition to the surrounding land uses are achieved, detailed landscaping plans shall be submitted with the initial development permit application for approval by the Development Officer which in the opinion of the Development Officer, comply with the planting requirements specified by Clauses (d), (e) and (f) of this district.
i. The Development Officer shall require, as a condition of approval, that the applicant provide an irrevocable letter of credit or a performance bond, in the amount of 100% of the established landscaping cost, the conditions of the security being that:
 
i. if the landscaping is not completed in accordance with the provisions of this district and the landscaping plan, within one growing season after the completion of the development, then the amount fixed shall be paid to the City, for its use absolutely; and
ii. the Development Officer shall not release the landscaping bond until an inspection of the site has demonstrated that the landscaping has been well maintained and is in a healthy condition two growing seasons after completion of the landscaping.
j. Development in this district shall be in accordance with the following architectural guidelines, to the satisfaction of the Development Officer:
 
i. the predominant exterior finishing materials shall consist of brick or other masonry material having a similar appearance;
ii. all exposed sides of any building shall be finished in a consistent, harmonious manner;
iii. all mechanical equipment on the roof of any building shall be completely screened or incorporated in the roof envelope; and
iv. articulation in roof design and architectural details of the roof and building design which provides visual interest to the exterior of the building shall be provided.
k. The owner shall be responsible for maintaining any undeveloped portion of the property in accordance with City of Edmonton Bylaw requirements.
l. Principal vehicular access and egress shall be oriented to 100 Avenue while secondary access and egress may be provided to 165 Street. Traffic and directional signage shall reflect this hierarchy accordingly.
m. Signs may be allowed in this district as provided for in Schedule 79E and in accordance with the general provisions of Section 79.1 to 79.9 of the Land Use Bylaw.
n. No parking, loading, storage, trash collection, outdoor service or display area shall be permitted within a required yard. Loading, storage and trash collection areas shall be screened from view from any adjacent sites or public roadways in accordance with the provisions of Section 69.3 of the Land Use Bylaw.
o. Development in this district shall be evaluated with respect to compliance with the General Development Regulations of Sections 5079 inclusive of the Land Use Bylaw.
p. The Development Officer may grant relaxations to Sections 5079 of the Land Use Bylaw and the provisions of this district, if in his opinion such a variance would be in keeping with the general purpose of this district and would not affect the amenities, use and enjoyment of neighbouring properties.
