To establish a District for the development of a Tourist Campsite, to recognize an existing banquet facility and to describe a range of use class opportunities that could be developed on the site such that the uses would be accessory to the Tourist Campsite and would not represent freestanding commercial opportunities. The District also establishes development regulations for all potential uses recognizing the absence of permanent servicing infrastructure, the location of the site relative to the existing and potential industrial uses on adjoining properties, and the need to establish siting criteria to retain the appropriate relationships between the Tourist Campsite and other accessory uses.
This DC5 District shall apply to Lot T, Plan 1649 TR and Block 1, Plan 772 0594. The District shall be divided into Area A which contains Lot T, Plan 1649 TR and the most easterly 13.1 ha of Block 1, Plan 772 0594, and Area B which is comprised of the most westerly 17.0 ha of Block 1, Plan 772 0594 as indicated on Appendix 1, Winterburn Industrial.

a. | The maximum building height shall be 10 m., except the maximum height for a Hotel shall be 14 m. |
b. | A minimum yard of 7.5 m shall be provided adjacent to all boundaries of the site, except the west boundary where a 10.0 m yard shall be provided. |
c. | No buildings or Tourist Campsites shall be located within 50 m of the lease boundary for the battery site located on Lot R, Plan 772 0594 until such time as the Energy Resources Conservation Board setback regulations no longer apply. |
d. | No parking, loading, storage, trash collection, outdoor service or display area shall be located in a required yard. Storage and trash collection area shall be located in such a manner as to be screened from view from adjacent residential sites and public roadways in accordance with the provisions of Section 69.3 of the Land Use Bylaw. Waste collection siting shall provide opportunities for recycling initiatives. |
e. | A Comprehensive Sign Design Plan shall be submitted and approved by the Development Officer as part of the submission for a development permit, having regard for the principle use of the site as a Tourist Campsite. |
f. | That a comprehensive site design and servicing plan be submitted and approved by the Development Officer as part of the submission for a Development Permit having regard for the preservation of the wetlands described as natural feature NW 7011. |
g. | Development in this District shall be evaluated with respect to compliance with the General Development Regulations of Sections 50 - 79 of the Land Use Bylaw. |
h. | The Development Officer may grant relaxations to Sections 50 - 79 of the Land Use Bylaw and the provisions of this District, if, in his opinion, such a variance would be in keeping with the general purpose of this District and would not affect the amenities, use and enjoyment of the neighbouring properties. |
i. | The Development Officer may permit the development of on-site staff accommodations such that any dwelling units provided for staff are developed as an integral part of a Hotel, Motel or an administration building serving the Tourist Campsite. The total number of staff dwelling units shall not exceed three. No other permanent residences shall be permitted in this District. |
a. | Convenience Retail Stores, Convenience Vehicle Rentals, Daytime Child Care Services, Drive-in Food Services, Gas Bars, Hotels, Major and Minor Amusement Establishments, Minor Eating and Drinking Establishments, Minor Service Stations, Motels, Outdoor Amusement Establishments, Personal Service Shops and Rapid Drive-through Vehicle Services may be developed only as uses accessory to the Tourist Campsites. The Development Officer shall only approve one of each of these use class opportunities. |
b. | Daytime Child Care Services and Convenience Retail Stores may be developed in either Area A or Area B but not in both Areas. |
c. | Convenience Retail Stores may not exceed 100 m2 in floor area. |
d. | The maximum aggregate number of Hotel and/or Motel units that may be developed in this District shall be 50. |
e. | Major and Minor Amusement Establishments may be developed only as uses ancillary to a Convenience Retail Store or an administration building serving the Tourist Campsite. |
f. | Rapid Drive-through Vehicle Services shall be restricted to two coin operated vehicle wash bays or a single roll-over vehicle wash. |
g. | Daytime Child Care Services shall be developed in accordance with Section 93 of the Land Use Bylaw. In addition, Daytime Child Care Services shall be located such that direct access at grade can be provided to an outdoor play area. The outdoor play area shall be approved by the Development Officer in consultation with the General Manager of Community and Family Services. The outdoor play area shall be located away from vehicle-oriented uses and from parking and loading areas on site and shall be enclosed by building walls or a screen fence a minimum of 1.8 m in height. |
h. | Drive-in Food Services, Gas Bars, Minor Service Stations, and Rapid Drive-through Vehicle Services shall be developed in accordance with Section 82 of the Land Use Bylaw. |
i. | Convenience Vehicle Rentals shall be developed such that all storage, display or parking areas shall be hard-surfaced in accordance with Section 67.3 of the Land Use Bylaw and all lighting for the display areas shall be mounted on lamp standards and no exposed bulbs or strings of lights shall be used. |
