Bisset - south of 33 Avenue and east of Mill Woods Road East

Bylaw 8624 (September 8, 1987)

To establish a Site Specific Development Control District to accommodate a religious assembly and related religious and social uses, and to establish sensitive site development regulations that will ensure compatibility with surrounding low density residential land uses

This DC5 District shall apply to Lots 28, 29, 30, 48, 47 and 47A, Block 47, Plan 802 1675, located south of 33 Avenue and east of Mill Woods Road East, Bisset, Ridgewood, Mill Woods.

a. The maximum total site coverage shall not exceed 40%.
b. The maximum building height of a Religious Assembly, Community Recreation Services, and Private Education Services shall not exceed 10 m (32.8 ft.) nor two storeys.
c. A landscaped yard, a minimum of 6 m (19.7 ft.) in width shall be provided adjacent to 33 Avenue and Mill Woods Road East. Landscaping shall consist of mature deciduous trees, a minimum caliper of 5.5 cm (2.2 in.), to be provided to the satisfaction of the Development Officer, at a minimum interval of one tree for every 6.1 m of linear yard (20. ft. of linear yard). The balance of the yard shall be landscaped with a mixture of evergreen and deciduous shrubs.
d. A landscaped yard, a minimum of 2.0 m (6.6 ft.) shall be provided adjacent to the south boundary of the site (adjacent to Lot 27), together with solid screen fencing, 1.82 m (6.0 ft.) in height, to be provided along the southern property line.
e. A minimum building setback of 7.0 m (23.0 ft.) shall be provided adjacent to the eastern boundary of the site. Within this setback, a landscaped yard, a minimum of 4.0 m (13.12 ft.) in width shall be provided adjacent to the eastern boundary of the site and contain continuous screen fencing of a solid and durable design, 1.82 m (6.0 ft.) in height along the east property line, together with mature deciduous trees, a minimum caliper of 5.5 cm (2.2 in.), to be provided to the satisfaction of the Development Officer, at a minimum interval of one tree for every 6.1 m of linear yard (20 ft. of linear yard). The balance of the yard shall be landscaped with a mix of evergreen and deciduous shrubs.
f. A landscaped yard, a minimum of 7.0 m (23.0 ft.) in width shall be provided adjacent to 43 Street/32 Avenue and contain solid screen fencing, 0.9 m (3.0 ft.) in height located at the rear of the yard, together with a mix of mature evergreen and deciduous trees, in order to ensure substantial screening of any parking or development on the site from 43 Street. The balance of the yard shall be landscaped with a mix of evergreen and deciduous shrubs.
g. The southern portion of the site located south of the utility right-of-way shall be limited to the development of a manse.
h. No parking, loading, storage, trash collection, outdoor service or display area shall be permitted within a required yard. Storage parking, loading and trash collection areas shall be located in such a manner as to be screened from view from adjacent residential sites and public roadways in accordance with the provisions of Section 69.3 of the Land Use Bylaw.
i. No access shall be allowed to 43 Street and 32 Avenue from the site.
j. The maximum seating capacity for a Religious Assembly shall not exceed 370 seats.
k. The maximum seating capacity for a Community Recreation Services building shall not exceed 370 seats.
l. Development in this District shall comply with the following architectural guidelines:
 
i. the siting of the buildings and the placement of the windows shall be oriented so as to minimize opposing views to the adjacent residential neighbourhood;
ii. the perceived massing of development when viewed from the residential area to the east shall be minimized through the articulation of building facades and rooflines and the choice and colour of finishing materials;
iii. all finishing materials must be of good quality, durable and attractive in appearance with consistent treatment on all faces of the building;
iv. a compatible architectural and landscaping theme shall be created through the exterior treatment of buildings on the site and through the use of landscaping techniques and planting materials; and
v. all mechanical equipment on the roof of any building shall be completely screened or incorporated within the building roof.
m. Any exterior lighting of the site shall be designed so that lighting is directed away from the adjacent residential development to the east and south and that the intensity of illumination shall not extend beyond the boundaries of the site.
n. Signs may be allowed in this District as provided for in accordance with Schedule 79I and in accordance with the general provisions of Sections 79.1 to 79.9 inclusive of the Land Use Bylaw.
o. Development in this District shall be evaluated with respect to compliance with the General Development Regulations of Section 50-79 inclusive of the Land Use Bylaw.
p. The Development Officer may grant relaxations to Sections 50-79 of the Land Use Bylaw and the provisions of this District, if, in his opinion, such a variance would be in keeping with the general purpose of this District and would not affect the amenities, use and enjoyment of neighbouring properties.
a. Daytime Child Care Services shall be developed in accordance with Section 93 of the Land Use Bylaw and with the following regulations:
 
i. any Daytime Child Care Services shall be associated with a Religious Assembly on the site;
ii. outdoor play space be provided adjacent to the Daytime Child Care Services building and screened with a 1.82 m (6.0 ft.) high solid screen fence.
b. Any Community Recreation Services or Private Education Services shall be associated with a Religious Assembly on the site.
