Central McDougall - north of Kingsway and west of 101 Street
Bylaw 14177 (January 11, 2006)
To accommodate a six Storey above-Grade Parking Garage for Accessory Parking for an Extended Medical Treatment Services Use (the Royal Alexandra Hospital), Accessory Parking and display and storage of vehicles for an Automotive and Minor Recreation Vehicle Sales/Rentals Use on Lots 475-481, Block 1, Plan 7540AH, and general Non-accessory Parking.
Lot 482, Block 1, Plan 862 1340; containing 0.654 ha, more or less; located north of Kingsway and west of 101 Street, Central McDougall, as shown on Schedule ”A” of the Bylaw adopting this Provision.

a. | The Site layout and building location shall be in accordance with the Site plan as illustrated in Appendix I. |
b. | The maximum number of parking stalls on the Site shall not exceed 1000. |
c. | The maximum Floor Area Ratio shall be 4.2. |
d. | The maximum Height shall not exceed 19.0 m nor 6 Storeys. |
e. | A detailed Landscaping plan for the entire Site shall be submitted and approved by the Development Officer prior to the approval of any Development Permit(s). The Landscaping shall be in accordance with the Landscaping Plan as illustrated in Appendix III. |
f. | Permitted exterior building materials shall include: architectural pre-cast concrete panels, architectural concrete block, baked enamel metal panels, clear anodized aluminium metal screen, and curtain wall glazing system. |
g. | The elevations of the building shall be in general accordance with the elevation drawings as illustrated in Appendix II. |
h. | No minimum Yard is required on the west side of the building, to accommodate the above-grade pedway connection to the Royal Alexandra Hospital. |
i. | Prior to the construction of the above-grade pedway connection across the portion of 102 Street that has been legally closed, approval must be granted by the Asset Management and Public Works Department who administers the lease for the closure area. |
j. | A maximum of one floor of the Parking Garage shall be used for customer and employee parking, and the storage and display of vehicles for the Automotive and Minor Recreation Vehicle Sales/Rentals Use on Lots 475-481, Block 1, Plan 7540AH. |
k. | Accessory parking spaces for the Automotive and Minor Recreation Vehicle Sales/Rentals and Extended Medical Treatment Services Uses may, at the discretion of the Development Officer, be located more than 120.0 m from those respective Sites. |
l. | Prior to the submission of any Development Permit application for any portion of the subject Site, the owner shall provide proof satisfactory to the Development Officer in consultation with the Planning and Development Department Environmental Planning Group, Alberta Environment, and the Transportation and Streets Department that the lands have been remediated to the appropriate criteria. |
m. | A Crime Prevention Through Environmental Design (CPTED) Assessment shall be reviewed and accepted by the Development Officer to ensure that development on the Site provides a safe urban environment in accordance with the guidelines and principles established in the Design Guide for a Safer City. |
n. | No parking, loading, storage, trash collection, outdoor service, or display area (including vehicle displays) shall be permitted within a landscaped area as shown on Appendix III. Loading, storage, and trash collection areas shall be located to the rear or sides of the principal building and shall be screened from view from any adjacent Sites, public roadways, or Light Rail Transit lines in accordance with the provisions of subsection 55.4 of the Zoning Bylaw. |
o. | Development in this Provision shall be in accordance with Section 54.7 of the Zoning Bylaw. |
p. | Signs shall be in accordance with Schedule 59C of the Zoning Bylaw. |
a. | Automotive and Minor Recreation Vehicle Sales/Rentals shall be limited to Accessory parking for customers and employees, and to the storage and display of vehicles for the Automotive and Minor Recreation Vehicle Sales/Rentals Use on Lots 475-481, Block 1, Plan 7540AH, on the ground floor of the Parking Garage only. |
b. | Extended Medical Treatment Services shall be limited to Accessory parking for the Royal Alexandra Hospital. |
